For 10 days in Panama, policies in the fight against smoking will be debated


  • The event will take place from November 20 to December 2 at the Panama Convention Center
  • In addition to the Ministry of Health, all State institutions that have a connection with the tobacco issue are involved.


For November and early December of this year, Panama will host the tenth Conference of the Parties to the WHO Framework Convention on Tobacco Control, immediately after which the Third Meeting of the Parties to the Protocol for the Elimination of Illicit Trade in Tobacco Products will begin. Tobacco.


The organization of this event, which will be attended by 1,900 people from different member countries of international delegations, is an effort that began to take place within the country since October 2022.


At this meeting, the new strategies and pillars of the fight against tobacco consumption, consumption and trafficking of products made with tobacco will be discussed, emphasizing new modalities such as vaping among others that persuade youth to consume this type of product, highly harmful to health.


The selected location will be the Panama Convention Center, in Amador and the organization, in addition to the coordination of both conferences, is the product of the efforts of various technical teams from the institutions that make up the health sector, directed by the Ministry of Health (Minsa) and that involves the Gorgas Memorial Institute for Health Studies (Icges), the Institute of National Aqueducts and Sewers (Idaan), the Urban and Home Cleaning Authority (AAUD), as well as other institutions and sectors linked to the comprehensive response of the system national health.


Among the other institutions, the Unique Emergency Management System (SUME 911), El Samer del Benemérito Fire Department, the different levels of the public force (National Police, National Air and Maritime Service (Senam), National Border Service ( Senafront), Institutional Protection Service (SPI), National Civil Protection System (Sinaproc), and others.


Other State institutions such as the Ministry of Foreign Affairs, the Ministry of Government and the National Customs Authority are also integrated. For the organization of these two major governance events on tobacco control, there is the valuable participation of United Nations Agencies, including the Pan American Health Organization (PAHO-WHO), the Population Fund of the United Nations (UNFPA) and the United Nations Development Program (UNDP).
