Among the pillars of this meeting are providing a framework for global tobacco control by the signatories that must also be applied regionally and nationally in order to reduce the prevalence of consumption and exposure to smoke. tobacco.
Emphasis is placed on the importance of the population staying informed about the consequences of smoking, the addiction it causes and the mortal threat of its consumption or exposure to tobacco, in order to consider legislative measures to avoid exposure to it.
The commitment of the States Parties to prevent the participation and interference of the tobacco industry and reduce the consumption of this product and its derivatives will be emphasized, in which indigenous groups must be taken into account and the gender perspective must also be considered. .
Furthermore , the parties must guarantee international cooperation in all areas, as well as technical and financial assistance and the participation of civil society.
Among the obligations for the signatories is the updating of the regulations in order to continue with the frontal attack on tobacco consumption, so that they will establish a national coordinator for tobacco consumption control activities, they will adopt measures, as necessary, to develop policies to prevent addiction and exposure to tobacco smoke.
The actions to be carried out must guarantee in parallel the execution of this agreement, which are contrary to the interests of the tobacco companies, prioritizing the health of citizens; The document also highlights that the conference of the parties is the highest governing body of the treaty.
It is established that the meetings will be biannual and for their operation, extraordinary meetings may be held if they are considered appropriate, a budget will be established for their operation, the use of strategies, plans and policies carried out internally by the Parties is promoted.
Mechanisms for the participation of observers are also established for those States that are not part of the Convention or the Protocol, as well as intergovernmental and non-governmental organizations, the media and the general public so that they can attend the meetings. .
