Characteristics of COP/MOP meetings
COP 10 and MOP3 are international events that bring together decision-makers representing the States that are part of them, and representatives of Non-Party States that make up the 6 regions of the World Health Organization (WHO). .
The event also includes the participation of representatives of intergovernmental and non-governmental organizations that have observer status of the COP and/or the MOP, as well as members of the national and international press and the general public.
All participants must comply with the accreditation process required by the internal regulations of both treaties. These events will take place in Panama from November 20 to December 2, 2023 where specifically COP10 will take place from November 20 to 25 and MOP3 from November 27 to 30.
This activity is organized with the direction and responsibility of the National Government and the Secretariat of the WHO Framework Convention on Tobacco Control (WHO FCTC) and the Protocol for the Elimination of Illicit Trade in Tobacco Products (Protocol), covered In the provisions of both international treaties, in the same way, there is the participation of the WHO, a United Nations entity, which hosts both international treaties.
The activity consists of the meeting of the Conference of the Parties to the WHO FCTC , the highest governance body of the FCTC, which has the responsibility of regularly reviewing the application of the Convention and will take the necessary decisions to promote its effective implementation, which may adopt protocols , annexes and amendments to the Convention in accordance with the provisions of articles 28, 29 and 33 , this event implies that COP-10 will concentrate nearly 1,200 people who will be participating in the various activities scheduled and that will take place in Panama.
Likewise, the second event to be held, the session of the meeting of the Parties to the Protocol , MOP3, which is the highest governance body of the Protocol, whose ordinary sessions will occur immediately before or immediately after the ordinary meetings of the COP, with the purpose of examining the application of the Protocol and taking the decisions that are necessary to promote its effective application. The MOP3 will bring together nearly 700 people who will be participating in the various activities scheduled to take place in Panama City.
